Some project, e.g. CVS uses CPPFLAGS in configure script to detect the right C preprocessor. Missing --sysroot in CPPFLAGS in environment files would cause the cvs project using host cpp instead of the cross-compiler.

Verified now CPPFLAGS has --sysroot.
