Build an Raspberry Pi image (probably is the same for all platforms): 
Setup the following in local.conf in /usr/share/common-licenses/license.manifest:
COPY_LIC_DIRS = "1"
COPY_LIC_MANIFEST = "1"

After build search for header files in sysroot directory /usr/share/common-licenses (or on image).
(apply this patch if build fails: 
https://www.mail-archive.com/yocto@yoctoproject.org/msg27461.html)

Check this directory for C header files: build/tmp/work/raspberrypi2-poky-linux-gnueabi/rpi-basic-image/1.0-r0/rootfs/usr/share/common-licenses$ 

Execute: ls -ilatrR |grep "\.h"
 99487793 -rw-r--r--    8 yocto yocto  1986 feb 22 11:23 psplash.h (psplash)
 99487793 -rw-r--r--    8 yocto yocto  1986 feb 22 11:23 psplash.h (psplash-default)
 99487793 -rw-r--r--    8 yocto yocto  1986 feb 22 11:23 psplash.h  (psplash-raspberrypi)
 90584586 -rw-r--r--    6 yocto yocto 87883 apr 29  2013 zlib.h (zlib)


Those files should not be there.

Correction: Setup the following in local.conf 
COPY_LIC_DIRS = "1"
COPY_LIC_MANIFEST = "1"

I don't believe this is a defect.

The license file in the zlib recipe is defined as:

LIC_FILES_CHKSUM = "file://zlib.h;beginline=4;endline=23;md5=fde612df1e5933c428b73844a0c494fd"


The license file in psplash is:

LIC_FILES_CHKSUM = "file://psplash.h;beginline=1;endline=16;md5=840fb2356b10a85bed78dd09dc7745c6"


So this is correct and not a bug.
