We're building musl libc but we don't have runtime tests. Add some.

To be clear, this means adding some runtime boot testing under qemu to the existing musl build.

Patch sent to mailing list and merged to master. Resolution of this bug waiting on blocker bug.

We now boot test musl builds so this is resolved.
