The nightly-wic has 4 CreateWicImages steps, 2 of which call `wic create directdisk-gpt -e <> -o <>` which isn't available in the version of wic shipped with fido.

Could we make those steps somehow conditional?

Now builds this target conditionally, for LAYERVERSION_CORE < 6.

Fixed and merged by Elizabeth Flanagan as commit b2f8b27b25e70e96b85e158f3246476165cabbc1.
