Exception: 
Test syslog wants to be skipped.
Reason is: No syslog package in image
Test was required in TEST_SUITES, so either the condition for skipping is wrong
or the image really doesn't have the required feature/package when it should.

I believe this was fixed with the fix that went in for 9717
