Upgrade of Package A incorrectly fails if
     installed:
        A(Version="1.0", Depends="B (=1.0)")
        B(Version="1.0", Depends="C (=1.0)")
        C(1.0)
     on repo:
        A(Version="2.0", Depends="B (=2.0)")
        B(Version="2.0", Depends="C (=2.0)")
        C(2.0)
