Once the patch-set for Neon is ready, a new eclipse-poky for neon-master/neon-krogoth will be needed. Reference #9907

The eclipse mirrors have already been set-up on downloads.yoctoproject.org.

New buildset created and tested. Waiting on bug #10154 before final deployment.
