This enhancement request is a placeholder for us switching to a PR server model where we no longer need to worry about "bumping" PR values, not least to reduce mailing list traffic.

This means we need to have a documented setup process for how to setup and use a PR server and any PR server bugs need to be addressed.

Dependent bug is now resolved again
