When installing Eclipse Plugin into Kepler from this site:
http://downloads.yoctoproject.org/releases/eclipse-plugin/1.6.1/kepler/plugins/

the org.yocto.doc.user documentation plug-in is empty (1.9KB only!), thus no documentation is available !

Workaround: Install Docs from the Juno site:
http://downloads.yoctoproject.org/releases/eclipse-plugin/1.6.1/juno/plugins/

But it is unclear whether this affects only docs or any other changes in the software too. Th Juno site is dated 201406231256 while the Kepler site is dated
201406122031 .

It's AB related.  My local build was fine with doc created in the archive file and installed no problem in Eclipse IDE.

This was/is multiple bugs on top of each other. There is still an outstanding bug around this, but avoiding centos builds of yocto-docs is a work around. See:
