We are creating BSPs manually for major releases. There should be a feature of the autobuilder that will trigger the automagical creation of BSPs only for RC candidates.

This is now part of the release.py script. BSPs are now created for major, milestones, and point releases by the release script.

Marking resolved as the release scripts do this now.
