Create Eclipse Yocto Plugin wizard UI for Yocto recipes creation/edition using devtool.

Estimated time will be update once required CROPS is fully functional.

This will require a fair amount of discussion/user design.  An easy to use wizard that is more helpful than burdensome is non trivial.
